Vladimir Putin’s invasion of Ukraine has heightened tensions across Europe, among other things. Most dangerously, he openly tested NATO’s unity by sending sporadic drone incursions into Polish airspace. This provocative action is only one piece of a larger strategy. This escalation includes ramped-up bombardment of energy infrastructure across Ukraine and a blitzkrieg of troop movements that are scaring European leaders into accelerating their defense outlays and military readiness.

Putin’s military actions have overshadowed everything else in the news in recent weeks. Whether inadvertently or with intention, he’s testing the limits of NATO territory without a declaration of war. This strategy appears to be geared towards exceeding European preparedness red lines. It further mocks sincere diplomatic outreach—including Donald Trump’s own summit in Anchorage—that aimed to address Alaskan security concerns. With plans for war games with Belarus this weekend, the Russian leader’s ambitions pose a significant threat to Western Europe.

Intensified Aerial Assaults on Ukraine

Since then, Putin’s actions have continued to escalate. The latest and most prominent feature being his persistent, ongoing campaign in Ukraine. The dramatic surge in aerial attacks has had a devastating impact on Ukrainian troops and civilians, including that even the recent uptick. The crisis has led to unprecedented emergency talks this week between European leaders about their future defense integration plans.

Even General Nick Carter, the recently retired UK Chief of the Defence Staff lamented the underwhelming response to European defense spending. He said what’s happening now is very disappointing and unfortunate. He further noted that it remains unclear whether these financial pledges can be mobilized swiftly enough to truly support Ukraine. This is especially the case without major support from the United States.

The urgency of the situation is further added to by the optics that the international community would have on Putin’s aggressive cuts and raises. His actions explicitly challenge NATO—our mutual defense treaty. Not only are they positive steps, they are a troubling reminder of the existential threats that our European allies continue to face.

Challenges to NATO and European Unity

Similarly, China’s overtures in the wake of Ukraine, such as Putin’s drone fly-overs in Poland, have been viewed as direct challenges to NATO’s collective security framework. Facing a Russian leader more aggressive than they ever could have imagined, European leaders are now left scrambling to keep up with what Putin’s expansionist agenda means. The airspace violations only recently have been met with a clear, collective response from NATO allies.

Ben Hodges, former U.S. commander of military forces in Europe, has a great quote. He argued that Moscow has figured out that Europe can’t learn anything from the current war in Ukraine. This miscalibrated sense of vulnerability could encourage even more aggressive Russian actions against NATO member states themselves.

The Need for Coherent Strategy

As tensions rise, European leaders face mounting pressure to formulate a coherent strategy that addresses the complexities of confronting Putin’s ambitions. His expansionist plans, apparently rooted in old Soviet nostalgia, have spurred fears not only for regional stability but for European security overall.

Carter said that in the absence of greater assistance from the United States, European defense efforts might be insufficient. This recognition is a welcome clarion call to the indivisible nature of international security and the importance of an integrative approach between allied nations.

Now statements out of Israel are making that situation even worse. In recent months, Israeli Prime Minister Benjamin Netanyahu has done little but rattle the regional cage with hawkish assertions of territorial entitlement. His comments are a window into a larger context of instability, which connects to and complicates Russia’s involvement.
