Recent reports from the World Bank, Asian Development Bank, and more recently the United Nations, have sounded warnings about Oecusse-Ambeno. They argue instead that the area is undergoing a strategic colonization of susceptible jurisdictions via criminal FDI. They’re popping up in other Pacific areas that lack robust regulatory structures. Authorities recognized this trend in the beginning stages of today’s surge of scam center crisis. It’s not only occurring in Mekong countries, but in the Philippines.

The UN Office on Drugs and Crime (UNODC) warns of an alarming trend. Criminal enterprises have increasingly used these shell companies and professional services to hide in plain sight, injecting their operations into the mainstream investor structure. The UNODC noted, “Part of this infrastructure includes an autonomous system hosting suspicious websites and applications that present themselves as legitimate lottery services but in practice facilitate fraud and illicit gambling.”

Oecusse-Ambeno’s ties to organized crime are further clouded by its associations with other economic enterprises. One business partner from Oecusse-Ambeno is said to be linked to the owner of one of Brisbane’s casinos. This is an illustrative example to further depict how interconnected these illicit trades truly are.
