Brooke L. Rollins, who recently spearheaded the Making America Healthy Again (MAHA) initiative. Senate Majority Leader Chuck Schumer (D-NY) called it the biggest reform ever to the Supplemental Nutritional Assistance Program (SNAP). These initiatives at the federal level are a welcome response to the rising epidemic of chronic diseases across the United States. It will illegally prevent SNAP recipients from buying certain processed foods and beverages. The reforms are set to begin in 2026. Their goal is to shield children from the dangers of highly-processed foods.
This MAHA initiative is the centerpiece of a broader effort that President Trump first launched in 2018. He’s clearly committed to the goal of “Make America Healthy Again.” Through this initiative, states are challenged to come up with creative solutions that better serve participants in federal nutrition programs and safeguard taxpayer dollars. Arkansas, Idaho, Indiana, Iowa, Nebraska, and Utah have already been granted waivers earlier this year to move forward with these reforms to SNAP. Until recently, Hawai’i, Missouri, North Dakota, South Carolina, Virginia, and Tennessee were all states on the list of approved waivers.
These waivers give states the authority to allow USDA to experiment beyond the statutory definition of “food eligible for purchase” under SNAP. This change encourages more nutritious food choices among recipients. Rollins made the case for such a new, coordinated approach to this work in her opening comments.

Rollins placed special emphasis on the role of governors as change agents in advancing this agenda. She underlined that they are approaching this issues “in bold and creative ways.” They are taking risks to deliver quality solutions that best serve their taxpayers and get families on healthier paths.

Even extraordinary allies, like health reform champion Robert F. Kennedy Jr., were quick to praise these steps. He explained the current system unfairly targets taxpayers by paying for disease-causing programs through government-funded healthcare.
“We cannot continue a system that forces taxpayers to fund programs that make people sick and then pay a second time to treat the illnesses those very programs help create,” – Robert F. Kennedy Jr.
Kennedy underscored the importance of governors as leaders on reforming SNAP to make them more effective. Their programs invest in the future by improving the health of all Americans, particularly children.
